Florida RON Notes
Florida was one of the earlier states to authorize remote online notarization. Florida RON is governed by Florida Statutes Chapter 117, Part II, and involves platform-supported identity proofing, credential analysis, electronic signing, and secure audio-video session records.

Florida Remote Online Notary Requirements
Florida remote online notarization follows specific statutory requirements for authority, identity verification, audio-video communication, electronic records, electronic journals, and online notary fees. This section helps clients understand why RON requires extra steps before the live session begins.
Fla. Stat. § 117.209 — Authority
A Florida online notary public physically located in Florida may perform an online notarization under Florida law, regardless of whether the principal or witnesses are physically located in Florida at the time of the online notarization.

Online notarization procedures require identity confirmation through approved audio-video technology, remote presentation of a government-issued ID, credential analysis, and identity proofing such as KBA or another approved method.

Receiving-party acceptance matters

The “Vulnerable Adult” Restriction
A vulnerable adult is generally a person age 18 or older whose ability to perform normal activities of daily living or care for themselves is impaired due to mental, emotional, sensory, long-term physical, or developmental disability or dysfunction, or brain damage, or the infirmities of aging.
For vulnerable adult matters, extra caution is required. The signer’s capacity, willingness, understanding, and receiving-party requirements should be reviewed before a RON appointment is requested.
Qualified Custodians — Electronic Wills
When an electronic will is involved, Florida law has specific qualified-custodian requirements. If a document relates to estate planning, electronic wills, witnesses, or court-sensitive records, confirm requirements with the receiving party or attorney before scheduling.

Identity Security

Before a RON session can be completed, the signer must pass identity verification. Depending on the signer, platform, document type, and available records, verification may include Knowledge-Based Authentication, government ID credential analysis, biometric verification, or another approved pathway.
Knowledge-Based Authentication
KBA may ask timed questions based on public records or credit-history data. It usually works best for signers with sufficient U.S. public records history.
Credential Analysis
A valid government-issued photo ID may be scanned and checked electronically to confirm that the ID is authentic and unexpired.
Biometric Verification
